The report called for a shift from retributive to rehabilitative punishment, recommending more activities, yard time, and educational opportunities for prisoners. The Native Brotherhood Newscall featured a regular column on sports and other social activities, emphasizing their impact on prisoner mental health and community. The column advertised and reported on sports events, public performances, and other cultural events held at the Saskatchewan Penitentiary.
