Triggered by a string of prison riots and strikes in the 1930s, the Archambault Commission of 1938 highlighted the physical and mental health risks associated with locking prisoners in their cells for up to sixteen hours a day. The report called for a shift from retributive to rehabilitative punishment, recommending more activities, yard time, and educational opportunities for prisoners. The Native Brotherhood Newscall featured a regular column on sports and other social activities, emphasizing their impact on prisoner mental health and community. The column advertised and reported on sports events, public performances, and other cultural events held at the Saskatchewan Penitentiary.
